ARTICLE I - Name and Purpose
The name of this non-profit, volunteer entity shall be the Hays Quarry Advisory Committee (HQAC). The committee shall serve as a forum for open discussion between representatives of KBDJ, LP and the Ruby Ranch and Hays County communities.

The committee shall meet regularly to discuss issues of concern to both the public and the company. The committee shall be a mechanism for the public to convey its questions, comments or concerns to the company. At the same time, it shall provide a forum for the company to respond directly to residents of the communities.

The objectives of the committee include, but are not limited to:

  • Provide feedback from Ruby Ranch about quarry operations and concerns.
  • Provide input to the community from KBDJ about facility operations and concerns.
  • Provide a mechanism for KBDJ to gauge community response to company ideas and plans.
  • Identify ways to improve communications between Ruby Ranch and KBDJ.
  • Provide a means to educate KBDJ quarry and corporate management about the community.
  • Provide a means to educate community leadership about the quarry.

The goal of the committee is for both groups to reach a common understanding of quarry operations and its impacts, and to build trust between the company and its neighbors.
The committee shall serve as an advisory group and not a decision-making body for KBDJ. However, the opinions of the HQAC shall be relayed and considered at the quarry and corporate level. KBDJ shall act as the organizer of the committee.
ARTICLE II – Membership

Section 2.1 Composition

The Hays Quarry Advisory Committee (HQAC) shall be composed of up to 12 members from the Ruby Ranch neighborhood and surrounding Hays County area and up to 3 members of KBDJ and its associates.

The HQAC members shall represent a cross section of the community, and may include members with expertise in the following areas:

  • Community Planning
  • Construction
  • Economic Development
  • Education
  • Environment
  • Public Policy
  • Real Estate
  • Transportation

Section 2.2 Facilitator

A facilitator shall facilitate HQAC meetings and serve as a resource for the committee in planning programs and projects. The facilitator shall not be an advocate for the company or the community, but rather serve as a neutral party to assist the HQAC in meeting its objectives.

Section 2.3 Agendas and Minutes

Agendas will be prepared and distributed to committee members prior to meetings. A designated committee member will be responsible for preparing the agendas based on input from committee members. Minutes will also be prepared and posted on the KBDJ Web site following all meetings.

Section 2.4 Meetings

The frequency, times and locations of HQAC meetings will be determined by the committee.

Section 2.5 Selection

Nominations for membership shall be forwarded to the facilitator. The facilitator shall select the original membership based on nominees’ participation in their community and their representation of important community interests.

Section 2.6 Commitment

Members shall serve indefinitely, renewing their membership each year.

Section 2.7 Resignations

A Member may resign his or her membership at any time by written resignation delivered to HQAC or the facilitator.

Section 2.8 Appointment of New Members

New members of the HQAC shall be selected by vote of the HQAC.

Section 2.9 Attendance

Attendance is important to the committee. If a member misses four consecutive meetings, without an excuse, the member will be asked if he/she wants to remain on the committee.

Section 2.10 Compensation

Members shall not be compensated for their participation on the committee.
